Dear Comrades,

Let me give of a brief background of Lusaka City Council and its people.
Before independence Lusaka city was run various European dominated parties.

At independence, the council was run by an assortment of political parties but dominated by the united National Independence Party (UNIP). After 1973 the council had no opposition but the United National Independence Party until 1991 when the United National Independence Party was replaced by the Movement for Multiparty Democracy (MMD) now the ruling party.

From 1992 to 2001 the people of Lusaka both at parliamentary and council levels entrusted the affairs of Lusaka to the Movement for Multiparty Democracy MMD. In 2001 the people of Lusaka were not impressed with the Movement for Multi party Democracy administration of the council. The performance of the MMD parliamentarians and councilors was a great disappointment to the people of Lusaka city council.

Lusaka people had watched and evaluated the performance of their leaders for the pat 10 years. They are the employers no arbitration, no industrial relations court. Their final irrevocation decision was to summarily dismiss MMD councilors and MPs en block.

They hired instead two political parties

Parliamentary level

3 Forum for Democracy and Development (FDD) Members of Parliament
2 United Party for National Development (UNDP) Members of Parliament

At Council level the majority was given to FDD on probation for 5 years, a very abnormal probation.

In 2006, the FDD and UPND had failed the probation; they were unceremoniously fired through the ballot.

Today, the people of Lusaka City have hired the Patriotic Front(PF)

Parliamentary Level

PF      - 7 Members of Parliament
UDA    -Nil
MMD    -Nil

Council Level

PF       -31 Patriotic Front Councilors
United Democratic alliance UDA        -4 Councilors
Ruling Party Nil                -Nil

This is where we are now. I don’t want to be part of those who are going to disappoint the people of the Lusaka city. I shall endeavor to work hard and through my networking with you, i know I can get valuable lessons that I can apply especially those that have worked in other country.

The biggest challenge being faced in the illegal allocation of land by the MMD cadres, illegal structures, the increasing number of buildings that do not conform to standards , solid waste and that  of street vendors and traffic.
